at the unveiling of a statue of civil rights pioneer rosa parks, the first of an african-american woman to stand in the capitol statuary hall. parks became an icon in 1955 after refusing to vacate her seat to a white passenger on a bus in montgomery, alabama. that act of defiance resulted in her arrest and a bus boycott led by a pastor named martin luther king. not far from the capital the supreme court is hearing arguments on a key provision on whether the 1965 voting acts law has outlived its productivity it is considered one of the most effective and powerful civil rights statutes in american history. in the high court bulls eye is section five which requires nine states with a history of discrimination to clear any proposed change in voting rules with the federal government. it also partially covers districts in seven other states. the act was reauthorized in 2006. democrats from the hill held a news conference late this morning on the steps of the court to call for section five to be upheld. >> we still need section five and that is why we're here today standing up for the voting rights of

here. san francisco currently 50. livermore 57. upper 50s in concord and oakland. santa rosa 52, clear and cool in san jose 55. a lot more 4s on the map than 3s. we are trending upward with overnight temperatures. san jose 42 degrees. concord 41. san francisco dropping down to 46. let's talk about a different number 7 as in 70 degrees. i went back and looked at the past five years, averaged things out. and the average first 70-degree day in san jose is actually last week. february 6. we may get there tomorrow or friday. that's how warm we are going to go. radar is clear am we'll stay clear but there are changes coming, as well. two things i want to point out. one, the storm track is still well to our north. there's some moisture up there. seattle getting rain, portland, we are seeing cloud cover crossing the oregon california border. that's about it. the other thing he want to point out is the big dome of high pressure that really hasn't moved much over the past couple of days is on the move a little bit closer to us. as the high gets clos

. it hasn't always been a shining moment for rising stars in the past. david frum joins me along with rosa brooks. i'm sorry, this just made me chuckle. david, i started thinking back to bobby jindal in 2009. panned by democrats and republicans alike. people were so nasty. they were picking on the way he walked out to the podium. it was pretty harsh. president obama and other lawmakers will be on hand for the dedication of the rosa parks statue of the u.s. capitol. the dedication comes as the supreme court hears arguments at this hour on whether to strike down a key provision of the landmark 1965 voting rights act. shelby county, alabama officials claim section 5 of the law is no longer needed, the part of the law telling states any proposed election change would not discriminate against minority voters. >> one question the supreme court will ask, how much has the south changed? the reference point? bloody sunday, march 7th, 1965. state troopers tossing tear gas, swinging clubs, and leading horses over those wanting to protect the right to vote for african-americans. 600 peaceful protesters were attacked there. that led to president johnson signing the voting rights act, 1965, saying government cannot deny citizens the right to vote based on race or color. that act reaffirmed the 15th amendment. today critics ask if the act causes unjustifiable, unequal treatment of certain states and if it costs states too much to enforce. supporter

will be a day to remember. rosa parks, the mother of the civil rights movement who refused to give up her seat on a segregated bus in montgomery, alabama, in 1955 will get her spot among other giants of american history. tomorrow a statue of parks will be unveiled in the original house of representatives known as statutory hall. it will sit near the statue of dr. martin luther king and others. it's an honor. i applaud both republicans and democrats for it. but at the same hour tomorrow just across the street at the supreme court, the voting rights act faces its greatest challenge. th this challenges everything they stood for. in the last year voter i.d. laws have been pushed all over the country in 37 states. we've seen billboards in minority communities that threaten and scare away voters. we've seen blocking of voter registration drives. scaling back on early voting and massive lines. and we've herd desiline's story the voter who stood in lines for hours to cast her ballot. so let's remember what we're honoring. we cannot go back now. we've made too much progress to turn back the clocks. tom
